When downloading a file from a SharePoint 2013 library, Russian names are truncated. How to fix?

In all browsers, the long Russian filename is truncated.
For example, it was:
Long_very_long_file_name_in Russian.doc
Became:
Long_very_long_file_name.doc
How to avoid being cut off?
By the way, in Firefox file names are downloaded at all URL Encoded.
