How do I solve the Sharepoint 2013 workflow publishing issue?
One of the subsites had a problem publishing any 2013 workflow (since 2010 everything is fine):
System.InvalidOperationException: Operation failed with error System.UnauthorizedAccessException: An attempt was made to perform an unauthorized operation. at Microsoft.SharePoint.SPAppPrincipalPermissionsManager.UpdateAppOnlyPolicy(SPAppPrincipalInfo appPrincipal, Boolean allowAppOnlyPolicy) at Microsoft.SharePoint.WorkflowServices.SPWebWorkflowSecurityContext.b__3() at Microsoft.SharePoint.SPSecurity.<>c__DisplayClass5.
Everything works on all other sites.
When you try to deactivate the "Workflows can use application permissions" option, a page is displayed with "Sorry, you do not have access to this page."
The user is in the site owners group and is an administrator.

in most cases with WF4.5, permissions to connect to the site and the elements to it arise. Where to begin:
If the initial ones didn't help, the problem may be deeper and in most cases it's all related to allowing them to connect ServiceBus to SharePoint, WF4.5 does not have access to SP web services. If that doesn't help either, then you'll just have to write off and sort out the situation.
