When copying from pdf to docx, hieroglyphs appear. How to fix?

There is a source text in pdf. However, when you try to copy it to docx, hieroglyphs appear instead of text. There is permission to copy. I tried to save as txt with a different encoding, but characters also appear instead of text. What to do?
