When copy-pasting, Google blocks the entire site or just a specific link?

I read that when creating a new blog article, any text must be original without copy-paste, otherwise Google will exclude the site from the search.
Specify who in the subject of the WHOLE SITE will be excluded from the search or a specific copy-paste link?
If I use a blogging platform and create original content, and another author of the same site copy-pastes, will Google exclude only his links or mine too?
