When I try to compile a Golang application under Windows 10, I get an error

# pkg-config --cflags  -- vips vips vips vips
pkg-config: exec: "pkg-config": executable file not found in %PATH%

pkg-config is installed

by vips too.
Environment variables are registered

What else needs to be registered?
