What would you recommend reading for a complete beginner in machine learning? Though in Russian, even in English.

As mentioned above, the Machine Learning course on Coursera.
Also, I recommend Stanford's Statistical Learning course and the accompanying ISLR book - it tries to avoid mathematics (as much as possible in this topic).
This course is also quite good - The Analytics Edge - it is proposed to solve many practical problems in R, but only the application of basic ML methods is considered without much explanation of the theory.
These courses on Udacity can also be clear and useful.
