The guys the other day on the forum wrote I make free portfolio sites. Then one person added me to Skype and said I will pay you 2000 rubles and you will have to make up a website layout for a free engine, my eyes started to burn like a schoolboy like my first salary, I thought I could handle it. So they threw me a layout of the site, but it turned out to be not a layout, but the jpg format of the entire site, and then I thought about how I would type it up. I asked a friend if it’s normal for 2000 rubles for such work? A friend said you were deceived. Such a job costs at least $ 800. In short, let's say, in general, they scammed me, but I tried to do the work, but I can’t even make it normally, especially since it will be difficult to pull it on the engine. So I want to ask you whether it is worth taking on such a job or refuse?

Let's start with the fact that it was not you who were scammed, but you yourself were scammed. In principle, the normal practice is to take on some work not for the sake of money, but for the sake of a portfolio. But if you promise to do something without any restrictions at all, then you can sign up for a "lifelong" contract. Therefore, if you are ready to do it for free, then you need to clearly stipulate some things. For example, on what engine are they ready to make (or just static HTML), how many standard pages are ready to make up (there may be 5, or maybe 50), what should be in the source code, etc.
And if, due to inexperience, they flew into the described situation, then the customer should not be blamed (you yourself promised for free and without any initial conditions), but to honestly admit that you got excited and refuse with an apology.

If I were you, I would refuse the order, but I would make it up. Or he discussed the issue of timing and the likelihood of failure (for a long time and I can’t cope, but if everything works out, I’ll pay, and if not ... no, there’s no trial).
In any case, try to finish. At least make the layout and then give it to some friends for review (who has more experience).

My advice is do it!
You can also cut a template from a JPEG file. You yourself wanted to learn, and for free. And they even offer you money.
You won't learn how to do anything without failed projects.
