Now the infrastructure is in poor condition, DHCP server on cent os, no print server, no proxy, no domain. There are licenses for Windows 7 edition Professional. I want to raise a domain, dhcp, dns, print server, transfer all users to Windows 8.1 (unlicensed). Question: what is the probability that someone will descend on the company? I rule out a Microsoft audit. And what about using Windows 7 Professional licenses for commercial purposes?

First of all, tell me, what the hell is Windows for you? In most offices that I have ever seen, that OS is installed by inertia.
Once, a familiar admin told me that he was doing a rather interesting bunch of Linux + Win7.
The bottom line is this: an office, 30+ working PCs, I mostly use exel and word, and play solitaire games.
Our server runs on Win7, all clients on Linux.
Each office has 3-5 cars, 7-8 offices.
So, in each office one server machine is allocated, Win7 is installed on it. We will install Linux on all other clients, and it is configured in such a way as to automatically connect via RDP to the server. Each user has their own account.
I don’t know how well this solution showed itself, but my friends said that they saved a lot on licenses.

If there are very few programs, then you will bear administrative responsibility in the form of fines:
for officials - from ten thousand to twenty thousand rubles;
(this is if the company's management proves that it has nothing to do with this case and the system administrator is made the last one)
for legal entities - from thirty thousand to forty thousand rubles.
(and this is if the organization and management admit their guilt)
If there is a lot (for an amount of more than 100 thousand rubles), then the responsibility will be criminal (Article 146 of the Criminal Code of the Russian Federation), there will be more options for the development of events.
To conduct an examination and assess the damage to the copyright holder, the equipment will be confiscated.
