It all depends on the brand of equipment and the load pattern.
On sequential patterns, 4 HDDs will give more SSDs.
On random patterns, the SSD will go far ahead.

If there are high requirements for the write speed of reading large files (for example, HD movies), then it is better to choose RAID, it also makes sense in the HDD if there are a lot of write operations - the HDD is on the side, and the SSD will not last long . Also, don't forget that if one of the 4 RAID 0 disks fails, the entire RAID will become unusable.
If you often read small and medium files in random order (everyday tasks), then it's better to stop on an SSD

It depends on which SSD, and depending on which HDD. Everything is relative. Again, a lot depends on the controller. But if you omit the conventions and take hardware from the same price range, then a RAID of 4 HDDs will be faster.
