What video file size should be used on the site?

Friends, I am faced with the fact that in my question I am a complete layman.
I am doing a project in which a small video clip (32 seconds) with text animation is played in the header.
Animation made in AE. Got to the issue of conversion. I don't know what tools to use.
Therefore, I came across vide.js (a small lib on js, query, which loads various video formats if some are not supported or the picture is not fully loaded until the video is fully loaded). In general, it positions itself as a video background, but I plan to use this lib to insert a video on the site.
Video file dimensions - 940 x 260 px
The question is, what size video file should I prepare. It is clear that the speed of the Internet connection is different for everyone. But what is the maximum video file size that can be safely used so that there is no delay in displaying video nowadays? up to 15mb? up to 10.5?

You need to start by studying the target audience of the site, analyze their speed and capabilities, and draw conclusions based on this analytics.
PS please, no video background is needed, nobody needs it except the customer for the wow effect, and the remaining 99% of users will suffer.
