What version of the documentation for the front-end developer?

I failed the interview due to the fact that I don’t know, so I decided to learn.

The Microsoft site has documentation for IE, and it says:
1. Internet Explorer for Developers;
2. Internet Explorer for IT professionals;
(at the bottom of the screen type)

Which of these sections does a professional layout designer need to know, and how does 1 differ from 2, or do they need to know both?

Neither one nor the other.
Of course, you can search on their website for information about conditional comments, ie compatibility mode and all that, but most of the knowledge about IE is not what they have in the documentation, but in what places IE does not meet the standards, and what a crutch it is manages.
And in those two sections, try to look at least. It's not about layout.
