What version of Rails should I use for development?

Hey!
I'm starting to learn Ruby on Rails, the latest version is 4.x, but many books and tutorials use 3.x,
the question arises, which version of Rails is current? Should I write a web application in Rails 4? Or is it Rails 3?

Use the rails and gems of the versions listed in the book, because if you thoughtlessly install the latest versions, not very pleasant jambs can often occur. Good sources will talk about it.
