What version of lamp can be installed on a local computer?

Good afternoon, in the yard 2019.
1) and I'm interested in which version of the lamps is better to install on the local server of a home computer? (now version php 7.4, apache 2.4, mysql 8.0.11), as well as nginx ... so that it suits any frameworks and cms. Maybe you can tell me what other tools to look for to ensure server performance? or is mysql an obsolete concept?
2) what debugging tools do you use? xdebug?

On a virtual machine for each option.
Deploy different versions with breaking changes.
Run the one you need.

mysql - not an obsolete concept
, put openserver there, you can choose versions
zabbix e.g. htop etc. but most of them are designed for linux
Yes, xdebug, and again, it should be deployed on a test server on linux, ideally
PS I don’t develop on a computer at all, I have a remote production server and remote dev and test servers.

Php 7.4 I think it's premature not every project can start, it's better to have several versions at least 7.0 for compatibility
