What *unix distro would you recommend for Internet surfing + bad eyesight?

An elderly man with poor eyesight needs a computer for skype + internet surfing.
What distribution do you recommend? You need scaling (increasing the interface, like on windows).

Any Linux. All these screen magnifiers are auxiliary software. Put something gnome-like

Ubuntu + Unity, scaling works out of the box for gtk applications, including for web inside such applications (firefox, chrome).
There are problems with QT (including Skype) scaling, it's better to replace it with something gtk.
