If you want to decide on the programming language, then a query in Google will return

There is.
If a fairly simple site on a CMS, then choose PHP.
If you need to do it well enough and quickly, then choose PHP, Python and Ruby.
If you need to do very high quality, and the project is very large (respectively, long and expensive), then Java, C # and sometimes PHP are chosen.
