What type of VPN to choose for the ubuntu server so that you can connect on port 53?

My task is short: to raise a VPN server on a virtual machine with ubuntu server OS to connect a client on port 53.

I reviewed a bunch of guides, but the connection port changes very little. There were doubts whether this can be done on all types. Tell me, what type of VPN (ikev2, pptp, openvpn...) should I choose to configure the vpn server so that the client can connect to it on port 53? If possible, how to do it? (if you know a cool guide, please send)
Virtual machine: ubuntu server 16.04 LTS
Connection on port 53 is required.

PS also heard about port forwarding/forwarding - is it possible to solve my problem without it or is it better with it?

The port can be selected in openvpn, especially since openvpn use only one port to work, unlike pptp and ipsec, I'm curious, why do you need it?
Ps There is also a VPN over DNS project. vpnoverdns.com but I'm not sure if it's up to date
