What type of MindManager program can be used to draw undirected graphs (there is a screenshot of the desired result)?

I tried a bunch of mindManagers - but I didn’t find what I needed =(
Maybe someone knows - tell me what is closest to what is on the screen number 1
Please pay attention to what exactly is important for me on this screen:
0) On the screen is Apple's MindNote - I need a Windows alternative
1) the nodes are not hierarchical - there is no "parent" and "child" as such - this is the most important point
2) You can sign arrows
3) when moving any of the nodes - the whole diagram is moved apart and rebuilt so that the nodes and connections did not overlap each other
The main problem is that all the alternatives that I reviewed when building diagrams immediately build a tree structure - or a parent-child structure, but this does not suit me,
I would like just a bunch of nodes that are simply connected in any order and direction - such an undirected graph
