What type of engine to choose for orthographic 3D in the browser?

I want to make the dumbest game like tanks in isometry - view from above at an angle of 45 degrees,
as in strategies , I

consider two options:

1) make models and animations in a blender - and save as raster sprites
, then work with the animation of document elements in the browser, in the backgrounds of which there are sprites

2) either make models in a blender and export them for use with libraries like three.js or another better one - and

the first way to animate them on js is huge plus that you don’t need to learn a huge library

And the first one has more performance. But now everyone wants to rotate the camera and look at the details on the units.
