Task: load balancing between two channels of access to the global network.
We have: a gateway on Win Server 2012, a 3g modem in this server, as well as ADSL, which connects in bridge mode.
Nuances: 3G in the daytime must be limited by a quota, preferably hourly.
Please tell me how to solve the problem?

Put a normal router next to it, for example routerboard.com/RB750r2 and implement everything on RouterOS. The task is practically not solved by means of Windows, only by "third-party" software.
