What tool to use for FTP access control?

Please tell me from personal experience a tool for such a differentiation of rights on the server:
We have centos7 and the /var/sftp folder
We have users: main_user; user1
Create folders:
/var/sftp/main_user
/var/sftp/main_user/user1
1) The main_user user must have full access to its /var/sftp/main_user directory and all its subdirectories.
2) The user main_user has access only via sftp and only to the directory /var/sftp/main_user and its subdirectories
3) Accordingly, user1 has access only via sftp and only to the directory /var/sftp/main_user/
user1 subdirectories, users and delimit their rights to them
I understand that it looks like nonsense.
But how can this be organized? :)
