What tool to choose for fixing "business tasks"?

What tool do you use to capture "business tasks"?
Perhaps the term is used incorrectly, so I write in quotation marks.
At the moment I'm using MS One note with a prepared template, but it doesn't allow making selections, sorting, etc.
What is it for?
For example, to fix the "business task", goals, requirements.
Then already form WBS and scatter tasks in the task-tracker for the affected projects / systems.
What would you like? Be able to quickly formulate responses like:
- This was done as part of the integration task with partner XXX
- Who was the customer?
- Ivan Petrovich
