What to use to highlight freeform material?

Perhaps the question will seem strange and even something fantastic, but for a long time I can not solve this problem and I would like to know from you if there is a solution at all.
So, what is needed: there is a physical map that is hung on the wall. It is not rectangular in shape, but exactly follows the contour of the required object (mainland, country, city, etc.). You need to be able to highlight any point on this map. And it is desirable to draw something else on it at all).
What were the ideas: to put an LED strip or a led matrix on / under / inside the card. And somehow determine the required LED by latitude and longitude. These ideas did not reach practical attempts, because I identified several factors: 1) you will have to build a labyrinth of tape over the entire area of ​​​​the map, which will make it impossible to determine the desired pixel by coordinates (maybe this is possible, if so, please write a rough plan , this really helps a lot) 2) in the case of a led matrix, it has a rectangular shape and will go beyond the boundaries of the object, which initially does not fit the task of repeating the outline of the map.

To begin with, it is worth deciding on the required accuracy. If the pixel size of 10mm suits, then the easiest way is to use a LED strip on controlled diodes WS2812, placing it in lines of different lengths.
