What to use to copy Vue files into one file?

I work in an environment where the project is in PHP using the Zend framework. I use Vue as my JS framework. I used to use Angular with compilation via Google Closure Compiler. There are problems with Vue. Possibly due to an attempt to drive to ES5 (to make it work on IE 11).
What tools would you recommend using when linking Zend + Vue. And to recompile everything into 1 file, with support for IE 11.
