What to study on layout for a specific project?

Hello! It is required to build training for participation in a specific project as work on the layout of a web resource. Can you please tell me what is better to learn and in what order for an absolute beginner?
Approximate task: adaptive layout of all pages of the resource:
One of the popular css frameworks
should be used for layout. Scss, gulp or elixir js should be used, all js code should be put into different js scripts. which will eventually stick together, like scss.
Is there an approximate understanding of how many hours it will take to study.

All that you have described and will have to study. HTML + CSS > SCSS > JS > GULP. It's universal. Regarding the framework, depending on which project, the framework may not be needed. If from scratch, then the question of studying is not worth hours, but months, especially js swings (although depending on what you need to do, it may be enough to connect plugins, then you can figure it out quickly enough).
