What to read about problems on fuzzy sets?

Good day!
I would like to write a bot for playing rummy / kun-ken

As far as I understand, the logic turns out to be fuzzy.
Decision tree? I think it will be very big.
Apply the collapse of the wave function?
Neural networks in the end, although not quite suitable, it seems to me.

Surely someone has done something similar. Maybe you've seen breakdowns?
