What to look for when assembling a budget 3D modeling machine?

The day before I read several articles on this topic, I took something out for myself from there, yes. But some questions remained open or misunderstood, namely, for the most part, machines are intended for rendering and configurations are assembled to speed up this process. I only need modeling - then which piece of iron should I focus on?
The budget is very limited, literally 15k rubles (+ maybe another 2k), so are there any features when assembling? for example, an unambiguous choice of AMD processors, based on their cheapness. Or focus on the video card, while setting the memory and processor to a minimum. Or maybe there is some article that answers exactly my questions, which I did not find :)

3D modeling in most cases involves rendering. But the complexity of rendering is another matter.

If only modeling, then you should buy more RAM. The more complex the model, the more memory is needed. And a big monitor.
