What to install on a bare server?

Hello. What generally needs to be installed on a bare VPS with an installed OS (Ubuntu / Debian) for the site to function normally? That is, there is not even a firewall at the moment. If anything, we are not talking about tools for the site (web server, PHP interpreter, DBMS), but for the server (security, or something).
What can you advise for ease of administration?
Please, if I asked a question not quite correctly - correct it in the comments.

I always install from software:
• Lynis
• Fail2ban
• Clamav (if necessary)
And for tuning configs I use Apachebuddy and Tuning-primer.sh scripts.
And then more fine-tuning of everything that is.

The firewall cannot be there. Especially in a "friendly" bubunt. And ssh is definitely there. And for the server itself, nothing more is needed. Everything else that is put - it all depends on the tasks for which this server will be used.
