What to do with the result of the collector?

The classic project scheme is when we have src and dist/prod folders where files are added by webpack/gulp and so on. Everything is simple and clear here.
But, what to do next with the files in the dist folder?
Upload only these files to the server? Download everything and write rewrite rules for files in a folder?
What if I don't have a framework/cms?
And how can you watch both the build and the devs on the locale?
Help to understand, please.
