Well, the very cause of the problem, I will quote from the source:
Mac OS X always thinks that the time recorded in the BIOS (or EFI ) is written there in UTC - in other words, GMT. She adds the appropriate time zone correction to it.
But Windows does otherwise: it directly reads the time from the BIOS . And if you change this time, or it is automatically synchronized, then it will be written to the BIOS in the corrected format: UTC + amendment.
turn on auto-sync in the time settings
change the battery on the board if it is dead and the time is reset completely
