In my opinion, from a UX point of view, a large form should be broken down into logical stages of filling it out and either implemented as a wizard, as suggested by voff , or, in principle, change the approach to entering data. For example, you can request only a critically needed piece of information, and when it comes to an event that requires additional information, request it in the absence. This approach will allow you to collect data gradually, without causing a negative user reaction to huge forms.
