What to do - the system gives incomprehensible characters instead of letters?

There was some kind of glitch on macbook air 2012 and in the Russian and English layout the system gives out strange characters. Tried to rollback didn't work. you can suggest what to do.

if you enable the virtual keyboard, they appear when you press the FN button
