My friend's e-mail (GMail) was hacked and access to it was blocked.
There is a specific suspect (executor or customer) person.

I would like to ask you for advice on how to restore access to mail? Where should you apply? Is it necessary to go to the Russian Google office? What is the algorithm of actions to restore control?

And secondly, under what articles of the Criminal Code of the Russian Federation do these acts fall? What needs to be done to initiate a criminal case and what is necessary in order to prove the involvement of the suspect in the commission of this crime?

Everything is restored through the password / access recovery form. It's there, look for it. After filling out the questionnaire and answering tricky questions, you should restore everything.
This is how I restored it to mail.ru, a friend got his mailbox with gmail back without any problems.
