What to do if the mouse cursor freezes after installing the AMD driver?

I installed Windows 10 cleanly, downloaded the latest drivers from the AMD website, everything works fine before the reboot, but if I reboot, the mouse cursor starts to freeze and periodically the entire system.
Notebook HP Pavilion 15-n215sr.

Look what they are "freezing":
autoload control: autoruns by Sysinternals
control of running: Process Explorer by Sysinternals

These are symptoms of a hard drive failure, but better look through the Crystal Disk Mark program.
