What to do if the file system is read-only Ubuntu?

Hello!
When you try to create a file through nano, it says filesystem is unwriteble - which means the file system is not writable. Tried to do the same as root - still does not work. I tried to run sudo nautilus, the items create a folder, create a file, paste and rename do not work. I also tried running sudo nautilus /home/userz/ - still the same problem.
