This happens when you are not in orthogonal projection, but in perspective, if you press 5 on the Numpad, you will get into orthography and this problem will be fixed there. But if you are used to working in perspective, then the point of the so-called "view center" is located either at the place where you looked at the last object or in the center between the objects that were selected, if you briefly select any object on the stage and press Point on numpad. You will be brought closer to the object and recalculate the place on which the camera movement will depend. But there is a nuance here, you will constantly have to re-press this point if you are working in a perspective view. I advise you to work in orthography.
