What to do if Bitrix 24 does not import anything?

Hello!

I import the organizational structure (Content -> Infoblocks->Import->XML) I select the required infoblock and the process goes through, completes without errors and displays the following message as a result:

Import completed
Added new: 0
Updated: 0
Removed: 0
Deactivated: 0
With errors: 0

There are definitely updates.
Why is it not updated? What to do?
