folders do not open, task manager shows cpu 100%, but also shows that only task manager is enabled.
The browser works, everything opens. But everything else is not. What is the problem and how to fix it?

It turned out that the problem was in home Windows 10.
I installed 10 Pro. They said that it affected:
1) Not enough memory on the C drive
2) Home is visible 10 often bugs with updates
