What to do after layout?

I wanted to ask what to do after the layout of the site? How to check the loading speed of the site (do I need to somehow upload it to the hosting or how), and how can the customer check the work, and how can the customer send the finished project?
UPDATE
Do the scss files need to be submitted or just the main css?
