What time tracking software do you recommend?

I work remotely with a relatively free schedule. I want to more objectively calculate my working time. I would like some utility for Windows that can do something like the following:
1) The basis is a timer. Accordingly, for calculating working hours.
2) What would the time be considered only if I am, say, in a browser on a specific domain, or in a program (for example, PhpStorm).
3) If there is inactivity, for example, within 3-5 minutes, the timer stops counting the time.
4) Announcement for a break, each set time interval, for a set time (for example: every hour for 15 minutes). With the ability to reject a break.
The original question was related to the very fact of the existence of such utilities, but thanks to the toaster, I quickly found that there are still quite a few alternatives. I would like to know then, based on the described basic requirements, what would you advise based on your experience?

Everything except item 4 can be configured fully automatically (without poking buttons on the timers) using RescueTime.
For item 4, you can use any reminder / alarm clock / sheduler / timer, including hardware ones.
