What those. specialists need to be hired in a startup to develop a mobile application?

Hello. Tell me, please, how many and what kind of specialists do startups usually hire to develop a mobile application for iOS and Android if there is no CTO in the team? The functionality of the application resembles a geo-messenger. As I understand it, development requires obj-c, java programmers and a person who will write the server part? Or usually only 2 programmers write everything?

In general, startups hire someone, or at least a competent and experienced manager in the first place.
This is not necessarily an individual person, de facto it may well be one of the programmers - but the team must necessarily have a technically and organizationally strong person who has the authority to choose the technology stack, deadlines and other things. Otherwise, everything rolls into a fierce mess.
In the general case (if we are talking about native applications), the roles in the team are:
1. the one who will write the technical specifications (product manager)
2.1 the one who will do the design (ux designer)
2.2 the one who will make graphics / icons (designer- illustrator)
3. backend developer (language of your choice, mainstream php/ruby/java)
4. mobile java developer for android application
5. objective c/swift developer for ios application
6. one who will test applications/server
How it all falls on living people depends on their qualifications, deadlines and scope of tasks.

In the decision, you were correctly told about SRT and roles.
BUT in a startup, for development they take someone who has money. It can be one person who covers all 6 roles in general. Especially at the first stage, when you need to roll out at least something and as cheaply as possible.
As I see it, for example:
2 designers will cost for example 1500*2 = 3k per month
1 designer but with all overtimes = 1500 + (8 * 1500/20 * 2) = 2.7k per month.
Of course, you can't overtime a lot and for a long time, people burn out, so you can't multiply 2.7k by 12 months :), but for starters, why not. (And as always, do not forget that in addition to dry numbers, there are a lot of factors) Therefore, the
real minimum can be reduced to:
2. one more programmer (the main development load is on him, the service station simply closes the "holes")
3. Designer (he will do everything, icons - you can generally buy)
4. Tester, you can take it cheaper, but the service station will decide this (if everything is covered with modular, integration, system, [throw out unnecessary] tests, then you can save)
Further, there are more options to reduce:
Outsourcing the designer, we do not keep it in the team (of course, it depends on the specifics, how many graphics you need)
The tester can also be outsourced, before the release. (again depends on)
P.S. there is no recipe, I have worked in teams with 2 Business Analysts and more than ten. What to "press" first of all - you decide, and it's better after you hire a service station.

course, I know - you can also take a messenger with geolocation (and photosharing, well!) as a business idea and implement it without having a technical base.

Depends on the amount of work, maybe one will stir up everything, and yes, obj-c, java For the server part, a web programmer with good knowledge of the database may be required.
