What technology to choose for an educational web and mobile project?

The project is educational, something like a diploma / term paper, it is necessary that it would work both in web and mobile. The simplest simulator of English words - word-translation, entrance by mail / password. In terms of the choice of technologies and infrastructure - freedom. It is necessary that it works in both web and mobile. What to choose as the "optimal" technology (ease of development, speed of implementation, etc.)? Some advise to choose what you know. I have this C# at the initial level (very little), so Xamarin? But then what else in addition - JavaScript/Typescript/ADO.NET, ...? It's just that in the case of c# and .net, the amount of information that needs to be mastered seems overwhelming
. What else? React and React Native?
Dart and Flutter?
What after the choice of technologies? Buying hosting, deploying infrastructure - OS, DBMS, etc. Is it necessary in this case?

in general, everything depends on the goals of the project, but definitely if mobile phones are android - java, if ayos is objective c or swift. Web - if you want to file a simple back, then this is php, or you can immediately cut to java (Spring of some kind), and if the front is, then, php, jscript, and layout to your taste. It’s better to start looking towards native platforms and not touch cross-platform engines, because you will fill your head with this rubbish ahead of time.
