It is required to create a website that displays data by resume type, it is necessary to create an application for it on android and ios that would allow the exchange of resume data via NFC or Bluetooth. The site must be designed for highload and be fast.
At the moment, there is not much knowledge in web development, but I want to get it when working on a specific task.

highload and framework concepts are not compatible in most cases, at the expense of things like rails \ django \ phalcon for a real highload, I would rather keep silent, not to mention others. Realistically, 80% of highloads on the web today use spring. But this is by definition not the right answer, since the concept of highload itself is an architecture, and not a technology. I would prefer any "script" on the server "to pull the base" (although in the absence of complex calculations and if there was a need for a lot of simultaneous connections, I would live in node + nginx + s3) and the main thing here is to combine this with something like BEM \ React.js in frontend. Although this is essentially nonsense, we need to build on what we have, and this is primarily a team or personal skills. And based on your question, .Net and Xamarin should be an acceptable option for you.
