take an example from popular projects, look at the structure of Wordpress, Drupal, Joomla and decide what you like best.
It’s better not to invent anything yourself, but to take a ready-made framework: Symfony, Yii, Django, etc.

CMS-CMS are different. There may be one type for shops, another for domestic hamsters, and a third for newsmen.
Well, what structure do you need? File storage? Relationships between tables and entities? Structure of plugins and extensions? Maybe a template structure?
You need to take wordpress / opencart / drupal etc, look at their structure (fortunately, they are well documented, you don’t even have to look into the code), decide what doesn’t suit you, what you want to simplify-improve.
