I made a similar application:
1. Find out through which system the airline is currently buzzing its tickets. (there is a normal probability that this is Sirena GRS)
2. Find out if the airline has a website. Most likely there is. Is there a ready-made API (maybe not for all functions). Most probably not.
3. Read the documentation on the website of the system used, if it is a Sirena, then here: sirena-travel.ru
though they have technical documentation only for clients like, so if you want API details, then find out the password from the airline (for the siren, the docks are here: private.sirena -travel.ru/clients/manuals/xml-grs )
4. Look for developer(s)

1. In terms of laying down the fact that all these booking systems, especially "ours", are very stupid. I somehow waited for a test server (not to buy real tickets for the test) for several months.
Therefore, the development itself will take you, say, 3-4 months, but you can throw so much more on the "waiting" as risks.
