What spell needs to be cast to start a GIF animation in C++ Builder Siettle?

I understand the stubbornness of my question, but maybe someone is familiar with RAD STUDIO SIETTLE. In older versions, there seemed to be components to work with animation. How to make GIF animation control in this miracle? It is C++ i.e. I uploaded the picture, but how to control GIF playback speed at least, maybe someone knows?
