What specialty to choose and exit as a programmer? Which university to choose (Moscow, St. Petersburg)?

I heard that MOAIS and FIIT are the closest to programming , but I did not see these specific specialties in universities. I would like more programming languages, maybe mathematics, but less physics.
I only take a profile, Russian and computer science, but I count on points ≈ 200 - 250. (well, maybe they will overturn me and it will be 150 ¯\_(ツ)_/¯. I don’t know for sure.)
I watched St. Petersburg State University , but they say it’s difficult with admission.
And yes, I'm going to college, not "study on my own." Of course, plus to study at a university you need to study it yourself, but not going to it at all is not an option, there are reasons for that.

There are no universities where they give modern programming.
There are universities where they give higher education, they try to put your logic and mathematics, languages ​​in order.
Modern programming at the university - unless you find something freelance at the department, or you will find something with fellow students. And so - in any case, programming - independently.

Author, look at the websites of universities for admission orders this year (August 3 - wave 1 and August 8 - wave 2), there look at the minimum score that you had to score for admission. With a range of 200-250, it is unrealistic to get into faculties where they give a cool mat base and good programming (if, of course, we are talking about the budget). By the way, the HSE is asking for about 290, Bauman - 270, etc. Look at second-tier universities, for example, MTUCI, MPEI - yes, the level will be lower, but no one has canceled self-study.
