I have an idea for a site with different functionality. Please help / tell me, what kind of specialists are needed to work on each function?
1. Product catalog (a database with the ability to download and fill out cards not only for the site admin, but also give limited access to other people)
2. Machine learning based on user search queries on the site. The goal is to show the relevant product in the search results according to the contextual description of the user (~Yandex Korolev).
3. User's personal account with the ability to fill in personal information about yourself there.
4. An adaptable main page with goods, adapting to each user based on the data filled in about himself + cookies and user behavior on the network.
5. Downloading content and information from other sites on the relevant product.

You make one very important and common mistake: Not being a developer, you choose technologies. Leave it to the competent people. Everyone here writes about php and mysql , but I see that it would be easy to write on Node + mongoDB. And someone likes python more and it will also work fine here. At least, while your TK is so blurry.
In your case: You need a command backend - frontend, or one or two fullstacks.
But first, you need to clearly define the TK, otherwise the idea will never come to life. Wrote TK - look for a backend performer - that's exactly what he will decide on what it is more convenient for him to implement this creation. frontend is better to choose under backend.
The only thing that immediately comes to mind is that the requirement for such speed and serious backing usually involves React / Angular / Vue at the front.
And, of course, you need a designer who will draw it all.
In addition, if you really want a neural network, you need a similar specialist. It is expensive. Very expensive. Think, it's easier to come up with several criteria for relevant issuance and assign a set of criteria to the user (changing it as needed). It's just cheaper.

And how do you imagine tracking user behavior? It’s clear on your site, but on the network - overseas miracles.
Otherwise, you need either 1 fullstack developer or a team of backend + frontend specialists. 1 - long, team - fast. There are difficult moments, but in general (if you throw out the nonsense that I noted above), there is nothing supernatural here. We take some php framework (yii2 or laravel) and write.
So look for people to cover the stack: html,css,php (knowledge of yii or laravel), js(jquery (for yii) or vue + jquery (for laravel)), git, maybe gulp, maybe canvas and svg, some- either sass or less . The list will be longer, but this is a minimum, and then let the developers decide what else they need for implementation, redis is there, etc.
Well, prepare the loot, if you swung - then do not be surprised to see a price tag of $10k+.

according to such detailed requirements, one can only estimate, moreover, both the scope of work and the timing, price and technology. And the estimate will be + - 4-7k killed raccoons in money and + -4-5 months of work, depending on the technology and the number of personnel. If the requirements are reduced to adequate, everything will be much more predictable, cheaper and more accurate in the assessment.
