Missing Theme Database button in Opencart theme settings?

I install a clean Opencart 3 engine, install the Furnilife template https://goo.gl/RuYAcf according to the instructions, but I can’t select the desired layout, because the Theme Database button is missing (see attached file). What could be the reason?
