What software will advise for distributing data from the server?

There is a database of more than 2tb and is constantly updated. The base is on a server under Windows, access goes through openvpn and the data is downloaded using rsinka, at the moment. But this is difficult for some people, especially when you need to pump out a small part of the base here and now. I would like cross-platform software, such as torrents. Torrents would be perfect if you didn't have to update them in a new way every day.
Please advise!
