What software to use for Chinese video surveillance?

Hello.
There is a supermicro server on win 7 maximum, 2 old xeons, 16GB of RAM, 32TB of 4 sas'ov in raid0 on physical. controller (always free 4GB).
Cameras unitoptek ipcx-hc2850b1080-poe (China).
Ethernet 5e.
Switches on 3 floors RC-TTD-16POE-S, cables from switches go to d-link des-1210-28p.
Cameras 70 pieces.
The essence of the problem : as in 99% of cases, there is a Chinese software CMS. The cameras blink, lag, turn off for a couple of seconds, the server hangs tightly once a week, only reboot helps.
Pings up to 10ms, processors are loaded up to a maximum of 15%, RAM is used 3-4GB. The queue jumps on the screws, but the recording is 10-15MB / s, nothing significant. Smart is fine.
Maybe you know proven options for normal software? I'm considering paid and free.

What exactly is the CMS, from Xmeye? Judging by the description of the cameras, it should be.
Lower the bitrate from the cameras. Make THAT to the server with tests of disks.
Free - SecureOS from ISS. Paid - Line and Trassir. Others, with fancy functionality, I think it makes no sense.

You have a clear reason for the lack of a communication channel to the server. To identify a weak node, you can try turning off your RC-TTD-16POE-S in turn on the floors and see the reaction. Judging by the number of gigabit ports on the existing network equipment, something definitely sits at 100. Where is your server plugged in?
